INTRODUCTION
In today's societies even in democratic
countries such as the United States, governments play the most important
role in the daily life of their constituent peoples. The governments,
at all three levels of locals, states, and nationals, should provide
the appropriate grounds for meeting the never-ending and ever-changing
variety of needs of the peoples and growth of the nations. Knowledgeable
and updated employees can only accomplish this and administrators running
such organizations and working shoulder to shoulder with their counterparts
in different industries and businesses who take advantage of the latest
available technologies. To this complexity we should add the international
dimension and the ever-expanding activities of international organizations.
The mission of the School of Public Administration
is, therefore, to provide the required administrative knowledge for
those self-directed adult students who want to work or continue to work
in such public organizations successfully. The nature of the related
jobs, however, requires an interdisciplinary educational training. With
close cooperation of the school of Business Administration and full
support of other schools and departments, such training are well provided
through offering flexible highly-individualized degree programs designed
to meet the educational needs of the students who are under time and
location constraints. Rather than bringing the students to the classes
at a specific time and a specified location, these programs direct the
learning process to the student's comfortable place at his/her own convenient
time.

laid by the core curriculum, which include introductory courses in administrative,
